Sounds like your first stick heater might have been a "+5-10 degrees above ambient" type. There are a few 2-5 gallon heaters out there that are fixed-temp with shut-off. I've had great luck with the PetsMart/Marina 10w heaters in my 2.5 gallon tanks...

Yeah sorry to say he doesn't look great, but don't loose hope yet. You may want to try cupping him and giving him twice-daily baths in an aquarium salt solution. Cupping him gets him out of the tank (which could have a bacterial bloom), and it makes it easier to manage bathing him. If you want...
