I'm at a loss, what should i do next?

Yesterday's nitrite = 0.25ppm, Today's nitrie = 0.5ppm...is this an indicator that bacteria has started to grow and is beginning to convert some of the ammonia? How will I know definitively if the cycle has begun?

So I picked up a bottle of Cycle this weekend and dumped in about half the bottle. I tested for Nitrites today and can see that there is about 0.25ppm. Dare I say (after over a month and the purchase of bottled "bacteria") that the cycle is starting to work?!

No, no liquid foam when I shake it. The only ingredients listed are 10% Ammonium Hydroxide, contains no phosphates.

I am using the Ace Hardware Janitorial Strength Ammonia. PH is between 6.8 and 7

I put in enough to reach around 2.0-4.0ppm I am using the API test kit I have an Aqueon Quiet Flow 10 . I should also mention this tank is brand new (Aqueon 20 gallon starter kit from Petco) and I did not have anything to seed it with.
