I just bought one as I'm setting up a tank I decided not to fill the gray cartridges with media, instead I went out and bought two more blue sponges. I was just wondering if this was okay?

I've had 4 Juvy Firemouths for 3 months now, and they don't ever swim around the tank. They're either in a cave, next to a rock or under a plant. If you looked at my tank, you wouldn't even know there's fish in there.
It's a ghost town.
What gives?
Does it have to hang above the water to create a "waterfall"? Because when I just leave it at water level I don't see the air bubbles and flow. Does it matter or effect the fish?
Update:
I have the temp maxed out and the digital therm. inside the tank still reads only 70.5
The heater light is on so I know it's working. Do you think my low house temperature of 67 is the problem? I think it should still be heating up better than that.
I have an Aqueon 150 watt in a 32 gallon tank. I have it set for 76 yet the digital thermometer reads 71. The little orange light is on so I know it's working, and it's only 3 days old. The only thing I can think of is my house temperature is 64 degrees.
Any ideas?

I probly didn't wash the stuff out well enough. I think I'm gonna do a 90% water change to get it clear, then start cycling tomorrow.
BTW.

well the water was fairly clear at first. then it got dirtier as the days went on.
