It might help. I presume there is no way you can turn down the flow of water as they say you can never over filter a tank but the flow of water could be the problem. How about adding more plants such as amazon sword to help disperse the flow of water before changing the filter?

When you had the more powerful filter attached were the fish having to swim more frantically than normal to compete against the current? Please don't take these comments personally but i'm trying to think of all the options.

Tank size sounds fine. Is there any debris at all on the bottom of the tank? Even if there is a little bit on the bottom as i have found out in the past this can reduce oxygen levels.

I would go down the route of getting 2-3 females. Getting more male guppies would be a good short term solution but if you wanted to add more females in the future there would be a problem. Could also affect other possible future purchases of female livebearers.

I'm not very good at converting size of tank to amount of litres it holds. I' guessing your tank is about 18 inches long? If it is you could go for dwarf gouramis, just a word of warning they can be very timid and will need a close eye kept on them. Have you ruled out any sort of tetra? If not...
