I've always heard that bettas need AT LEAST 1 gallon to themselves to be happy. I'd put the little female in the 2 gallon tank.

I guess it would all depend on how heavy the background was. It it's made of something light, such as a piece of paper or a sheet of aluminum foil, then regular packing tape should do the trick.
