    You say you have 15w but over how many gallon, over 5G that's 3 WPG but over say 100G that's not much. Regardless, I have Java Moss in about 2WPG, and it took a bit before it really started to attach even then it's a slow creeper in my experience. I have had mine for easily for a few months now...
