    I'm by no means an expert on the matter but as long as it causes the water to ripple at the surface then that is fine, isn't it? I.e. no need for the surface to actually create bubbles. I may be wrong but this is how I use my external filter.

    I had a fluval U2/U3, can't remember which one it was but worked fantastically. Never had a problem with it, quiet, and kept the water nice and clear. But I don't have much experience with other internal filters to give a good comparison. But I would recommend the U series as a good filter.

    You really can't get much in the tank at all to be honest, you'd probably looking at maybe one betta. Or at a push maybe something like a shoal of 6 neons, but that would probably need very regular water changes. Best bet would be upscale your tank size.
