When a fish stays close to the surface and are generally inactive, it usually means there's not oxygen flowing in the water. More surface agitation means more oxygen in the water. Try upping your filter setting and see how he does; but since bettas are labyrinth fishes I'm not completely sure...

A 4-gallon is way to small for gourami, let alone a pair. Try a 15 or 20-gallon. :)

It looks like they are high-output, they'll be all right for a planted tank. :)

Only high-output LED's are okay for planted aquariums; it should say on the package.

To clean rocks, I always use a stiff toothbrush to dislodge large particles and then give it a wash in the hose. To get off any remaining dirt/debris, just rub them off with a rag. Make sure to lower the water level if you're adding the rocks to a tank that's already filled up.
