The water inside the tank will never push the silicone sealant thru to that outside chip IMO. If you were ever to see a crack forming from the chip then it is a different game

Eons ago- I had access to a ~12 inch diameter x 3 feet glass tube so I made a tank. What a pain, could not clean it , the air pump was maxed out trying to drive an airstone, a power filter would turn it into a wind tunnel. Fail.
