  O dear, so if you are using tap water to clean your filters the chlorine in the tap water will kill off the beneficial bacteria that is there to process the fish waste!! This means everytime you clean your filter with tap water your filter will take weeks or months to build up...

How about tieing the stems to the pebbles? I would guess that gluing them would kill the stem. Never tried it myself so it might work.

So you can rule the plants out then, your substrate would leach some ammonia so how long has it been in the tank?   Your NitrAte level is nothing to worry about, my RCS live and thrive in a much higer level.

Have you recently added any live plants? if so where did you purchase the plants from?   Plants bought from some suppliers (mainly Ebay sellers) are treated with copper, if the copper is not removed from the plants it can be fatal to Shrimp.

Well I don't think you any choice other than just removing the HOB, just keep an eye on your water stats and if necessary do some large water changes whilst the bacteria in the External filter builds up to the required level. 

Depending on the size of the HOB could you not fit all the media from it into your external filter? 

If I remember correctly Mike is a young lad and his parents arnt to keen on having pressurized Co2 cylinders in the house.    Still manages to create decent scapes tho. 

  I agree with you, there is bound to be some bacteria that was squeezed out but never enough to cycle a tank in 3 minutes.   

  Like it did when he poured the filthy water into his tank! lol   I am sure he didn't cause any harm but to claim his method would cycle a tank in 3 minutes is very far fetched.

You should only need to clean the filter media once you notice that the flow has dropped, the media should not need to be replaced for new inless it is falling apart/crumbling (which will take a very long time to happen under normal conditions)   And as always if you do clean the media make sure...
