  Well done on moving the tang on, its refreshing to see someone putting the fishes care first :)   Just keep a close eye on that flame angel they can be notorious coral munchers, Most will end up nipping at corals at some point in their lives.  Some people have them in reefs with no problem...

I had a very similar issues a couple years ago, i started a complaint but never followed through with it to this extent.   Well done for having the determination to go as far as you have with the complaint.

These are simple to set up. Theres a pump in one end drawing water through the sump area through a weir style section, exact same principle as a sump under the tank, except theres no pipes running out of the tank

  Even a four foot wont be big enough for this tang long term, these tangs are recommended in over a 300 gallon tank so something around 10ft is more suited to them. They are the bigger of the tang species aswell.   The only tang id house in a four foot long term is a yellow tang and even then...

Sorry to be negative but you should probably look at getting the tang rehomed, the tank is way to small for it. The tang will grow to around the size of the tank at 24". Although it may seem happy in there for now it wont be happy for long in such a small tank.
