A clear photo of the fish would be beneficial, so I can see if there are any visible signs of illness on the fish. Don't do any more big water changes at the moment unless your ammonia/nitrite/nitrate spikes.

You could, but Dont add the honeys if you add more tetras

Assuming your water is soft, I would go with honeys. I have two honeys with neons and corys. The honeys personality remind me of betta fish.

The tank is to small unfortunately, I would get a 75 gallon or larger, or rehome the Oscars.

Make sure you get the same ones, otherwise they will still be unhappy

Cory catfish need to be in shoals of at least five to be happy btw

Black skirt tetras are large so the angelfish wont eat them, angelfish will eat anything that fits in there mouth.

I don't think theres much you could put in there asides from a betta or some shrimp.

Could I put angel fish into a 40 gallon tank. am thinking about sizing up from 25 gallon. If I do size up there will be 7 neon tetras, 5 Cory catfish and 2 honey gouramis in the tank (the fish from my old tank) my water is soft and I have a low ph.

Try frozen brine shrimp or blood worms, only get the brand hikari as other brands can be bad for the fish. If this does not work feed live foods.
