In my opinion if you get the angels as juveniles an they grow up with neons present they are less likely to see them as food... I have angels with neons an they do fine... Also in one of my local pet shops they have a tank that is under ther counter top it's about 14 foot long an they have...

Are they easy to grow in an non c02 tank with no frets... Are do they need care.. An would they die if u were to cut the Lily's of the end of some of them...

Yeah they are some people have no bother keeping them at all mine always seem to die... Bolivians are nice as well in there own way... I had them but exchanged them for the apistogramma cacatoides... I'm trying to get my hands on some peacock gudgeons they look amazing...
