There's no need to panic. I'm guessing here you bought some live plants? If you didn't see any snails when you put the plants in your tank then there were egg masses on the plants. They look like spots of clear jelly. Snails will lay eggs on darn near anything! I've not had good luck keeping...

If I had as severe a problem as it appears you have, I'd take some samples to the pet shop where you purchased your fish or plants (if live) & ask them....or if you have a County Extension Agency they might be able to identify the flies for you. You could also start searching the internet & see...
