Help, I was feeding my Gourami's and I noticed this on my female dwarfs Ride Side. It is defanatly comming out of the side it is not somthing stuck in. She is feeding fine.
It is right above the gill.

What is it and how do I treat it.

Could well be a parasite. Either that or shes had a nasty bash on something or been bashed by something, which has killed a scale, thus it is hanging off.

If you can, carefully catch her and carefully inspec it. You will be able to see if it is a parasite. If it appears to be just dead tissue, you can carefully remove it, or wait for it to fall off of its own accord.

I tried to net it to get a better pic and i couldnt a good one but it did fall when the fish was flicking I tried looking in the net for it but couldnt find it. It has a bit of bleeding from the the white thing was.

Sounds like it was a dead scale then. You may want to treat the tank with tonic salt if you have no catfishes in the tank. Although it will heal itself within a week if you have good quality water.
