What is the deal with Ich?!?!!

So I haven't had this tank going very long, it's a 55g, fairly heavily planted community tank. Well i added 10 baby neons 3 weeks ago, it took about 2 weeks for the last one to die of ich (i assume, i mean they were covered in white spots). I bought them from a reputable LFS but this is the 2nd time I've ended up with diseased fish from there so they're finished in my book.
Anyway, I just can't shake the ich from my tank, the temp has been up to 82-86 for about 6 days now, I treated with salt, i treated with AP Plus Cure-Ick (Malachite Green & Formalin), and while the fish that have it one day seem to be back to white-spot free status the next day, i just keep noticing it on other fish. Today i was ready to turn the heat back down (upstate NY weather makes it hard to maintain 80+ temps anyway) but then I noticed my betta had a ton of white spots on him. That really bugged me because I've had Willy (the betta) alot longer than I've had this tank setup and now he's sick from the other fish!
I'm using almost full doses of the Cure-Ick now, I started with only half dosing becuase of the 6 clown loaches in my tank, not to mention the handful of ghost shrimp, all of whom still seem healthy even tho a few of the clowns have had white spots for a day or so that fall off.
So after 4 days of the Cure-Ick I know I'm supposed to stop treatment, but should I keep going since I started off the first 3 days with half-doses?
Today my girl guppy has gone missing and a glo-light tetra was dead when i got home from work... (Now my boy guppy is antagonizing the heck out of my micky mouse platys...) Since I never noticed Ick on them I worry that something else may be going on too or can Ick kill fish who never show symptoms?
I've tested my water and besides being a tad on the hard side and with a Ph of 7.8-8 the ammonia and nitrates are at zero.
On the off chance that I'm crazy I'm going to attach an image of Willy the Betta that I just took, let me know if this could be anything other than Ick...

Basically, since I'm new to tropical fish (I've kept various goldfish for over 25 years) I need some advice... should i be patient or something? What do I do??!!

Raise the temp to 88-90 and keep it constant for a week, add salt and wait. Buy a second heater if you have to, they cost about the same as one bottle of Ich medicine.

Ich cannot live over 86 degrees and don't like salt.

Also syphon vacuum the gravel and change the water often, replace with 90 degree water.

Keeping the temp up is important to wipe out the ich.

Run the faucet into a cup with a thermometer in it, once the tap is set for that temp fill up buckets to refill the tank. Don't forget the tap water conditioner.
 
I found this stuff called: Clout. It cures Ick in one dose and takes 24 hours. I had a major out break when I first started keeping fish. I tried several different meds and nothing seemed to work except this stuff. They are blue colored pills that you predissolve and then add to your tank. It turns the water blue but that is how it works. If you can, see if you can find it. It works wonders.
