My black skirt tetra seems to have black fuzzy-looking growths all over it. We’ve had her for about six months and nothing has changed in her environment. What’s going on? Is this cancer, a treatable parasite, a lost cause, or no big deal?

Cysts from a species of parasite fluke. This type isn't common to see, but it happens.
Not much you can do, maybe try a round of praziquantel but its unlikely to do much since theyre under the skin. However, its harmless just ugly.
