I don't know if the fish will use it. Actually this is a real piece of equipment being marketed to small pet stores. I don't have a small pet store but I still get some of the spam. The Hygger External Fish Toilet coming to a store near you soon. I'll let the people selling them detail the specs.

Are they marketing it as a literal toilet for fish? The picture looks to me like it’s just an over complicated water change tool. (“Flush” out some water with a turn of a knob; looks like debris gets caught in that cartridge on the left? Idk.)
 
I doubt it works and I’ve heard the other employees don’t like them, but our store carries a betta tank with an “automatic water change” button. You press something and it sucks water from the bottom of the tank into a removable cartridge that can be dumped.
 
It looks like some kind of water change gizmo to me too . Automatic water changers are handy and time saving devices for those with many aquarium’s in a large fish room and this is something that could be useful to someone who has one very large aquarium as it would be simpler than buckets .

looks like it reduces the amount of water needed to remove those solids from an aquarium, requiring less make up water... not sure if that's a good thing or not???
 
it might actually be better in my case, since the larger the water change at least in summer, the more likely I am to lose fish. I can't do 50% water changes with just dechlorinated water anymore. I think the pH is rising in my tap water due to lake evaporation
 
Looks like it's a device that allows you to easily remove solid waste that would otherwise sit in the filter between water changes. I suppose if you have a big tank with big poo machines then it could be handy to stop the filter getting clogged and to allow to remove the solids more often rather than waiting for water change day. Could be useful for some.
