Looking for a small, slow fish that stays in the upper or middle part

I doubt I missed any, but in case
does a small or small mouthed slow eating fish that spends time in the upper parts of the tank exist?

I have that tank with indostomus paradoxus and they almost never venture anywhere other than 2 cm above the substrate. I am unsure if it is their regular behavior or if they are too scared. they are well fed, the tank has no flow, no heater so now is at 21 degrees. I have had the indostomus for 9 months now and they havent bred for me yet, so recently I removed the shrimp from their tank and will wait for few more months if that was the cause.
In case they dont breed, does a fish that I could add exist? Like a betta, but waaay smaller :) would a single killifish do ? (not the clown ones, I have them, they jump too much and I do not have a lid on this tank) or maybe a male endler, but I dont think those can be kept alone.
I have read they can be kept with danionellas, but I have never seen them in the hobby. From microrasboras, I have the least one now (Boraras urophthalmoides) and they stay in the middle and bottom part of my tank, so they dont seem to be a suitable choice. I used to have Boraras maculatus, afai remember they stayed at the top but that was 10 years ago and they were a bit feisty. I am checking with other boraras keepers to see how the other ones behave, but a 25 is small for a school of them anyway

Celestial pearl danios fit the bill. Small, non aggressive mid water fish. They need low GH. Beautiful creatures.
 
When I had boraras, they were all over the tank, wherever the food was. Perhaps some sort of smallish gourami? How big is your tank?
 
Glofish tetras.
I know they are genetically modified, but they are one the toughest fish I know.

If i am not mistaken, they are forbidden here in the EU. From the pictures I have seen they look like some sort of a kids toy and not a real animal, but I mostly see them in the tanks with colorful pebbles so it maybe just looks that way

Golden whitecloud mountain minnows are top level hemi-stomus fish. They also feed on algae would be a good fit for your planted tank. Nice tank.

Yeah I have them and I doubt they are good for small tanks. And they spend their time on the top, but eat all over. Gluttons too.
I am no longer looking for the fish for my 25 liter one, it would be tempting fate but thanks anyways.
But glad you mentioned it, this is one of the fish recommended for small tanks and I do not think it does well in them. I have them in a 150 liters and they are all over. Good swimmers too, I keep them in quite a current. How do they behave in small tanks, isnt it the case with them like with neons that they can survive small tanks, but do way better in the larger ones? I mean they are not even so small why are so pushed for 50 liters
