Slime disease on my tetras!

After I moved my black neon tetras to the tank, my rummies became stressed and now they have white streaks and white patches on them. I suspect slime disease. My cardinals are fine. How do I treat it? I'm going to do a 30% water change and test the water.
 
Here's the fish with the worst case...(the tetra above the one that's abovethe plant)

The parameters:
pH: 7.2
Ammonia: 0.1
Nitrite: 0
Nitrate: 5-10 ppm
dGH: 3
dKH: 0-1
 
take lots of pictures and check them on your computer. Find some that are in focus and clearly show the issue
 
These are acid loving fish your pH is too high, your pH needs to be below 7. Preferably close to 6.5. Lower your pH and this problem will go away
 
A pH of 7.2 shouldn't be an issue for these fish unless they are wild caught, and that is unlikely.
