Is this java Fern melting?

No, it is going to make new Java ferns for you. Don't remove the leaf, actually it doesn't matter if you have removed the leaf, leave it floating in the tank, new plants will form on those bumps.

Those are spore cases which are seen on a lot of ferns

I agree on what the spores (the black dots) are, but I think there is something else here. The two fronds (being a fern, the "leaves" are fronds) do show some signs of excess light and insufficient nutrients, either or both. This is a low-light plant, and does best with floating plants to shade the tank light. Being slow-growing, it also does not require much in the way of nutrients, but the slightly yellowing fronds do suggest something is lacking, along with the dark green veins. Are you using any plant fertilizers now? If not, I suggest a comprehensive one, like Seachem's Flourish Comprehensive Supplement or Brightwell Aquatics' FlorinMulti.

I've just been to lfs and was recommended Excel for carbon. The guy said that I need to use flourish and excel. The are essential for the plants. But I have been reading not to use Excel. Is this correct? Thanks
No, no, no. Excel is a highly toxic disinfectant that even at the recommended dose can kill some plants; if it should happen to get ovrdoed it can kill everything in the tank. Some members have had it burn their skin. It has no place in a fish tank.
Carbon is a nutrient but it is easily available naturally. Use the Flourish Comprehensive, no more than one dose a week, fine. Not Excel, ever.

Obviously, (to us who actually do know about such things), this is clearly another shop suffering a serious knowledge deficit, doing its best to sell stuff.
