Odd looking white growth around eye of angel fish - what to do?

Hello all,

I was just checking in on my tank inhabitants today, and I discovered that my male angel fix has some sort of white growth protruding near his left eye. He also has a kind of white growth around the top of the eye. I've tried to get a picture of it but not sure how well it shows it - however posting it in the hopes that it might be obvious to someone what this is. And in turn, as I presume this is some kind of illness/disease, any recomendations or ideas regarding treatment would be hugely appreciated.

Looks like it could be popeye...

Could you give some more details of the tank, stock, water quality, maintenance etc please, hard to diagnose and treat fish at the best of times sadly, but the more info we can get, the better the chances that someone can help!
