You mean "Ancistrus Cirrhosus" ? So it shouldn't grow over 5 inches long. Anyway I do think 20 gal is too small for a fish that can grow up to 5 inches long. 30 gal. should be the minimum considered according to me.
 
They usually are between 3-5". While a 20 long is preferred for more than 1, they do fine in a 20 tall with good filtration, wood, and lots of stuff to hide in.

This girl is almost 3 years old and about 3 inches long.

I think you meant to post a pic of your bn... Or maybe I read it wrong...

As far as the ph seachem neutral will put your ph in a perfect balance right around 7.0
