And, BS tetras are notorious fin nippers, and can be quite aggressive, especially if kept in inadequate numbers, or with other fish that aren't compatible...aggression can lead to injurySick and injured fish often quickly become the target for bullies. You should remove him from the main tank. I would do 1 tsp per 5 liters. 1 tsp per 20 liters isn't really any salt and probably won't help much. It is likely from something in the tank. A rock, decoration etc.
I like Black Skirt Tetras, and never got any because in the tanks they were kept in... They were often chewed all up due to crowding. Those fish need to be in groups of at least 10-12 to spread the aggression, and preferably, in a species-only tank...all tetras should be kept in large groups, being a social fish, as well
I'm betting the BS was injured during a fight, or is being bullied/attacked by the others.
