Rotala propagate

Are these the parts that I will cut when they are larger to propagate my rotala indica? I'm new to these plants but just noticed today during a water change that they're sending little stems out their sides. If so how long do I wait until I cut them? New stems are circled below. Also on a side note. My moneywort is doing just awful. Any suggestions? It's just kind of turning to mush but everything else is doing so great

Yes, you can cut those and replant them. If you prefer a bushier plant you could also wait until the plant grows too tall and replant the cuttings of the main stem rather than the side shoots.
 
Pretty sure you can even just chop them up into smaller pieces and put them in the tank to have more plants
