Neon tetra swimming face up :(

I have lost a neon tetra two weeks ago, it was swimming with head upwards and gasping for air at the surface to I euthanised it.
Today I've noticed another neon tetra swimming the same way, although this one looks more active. Colour is normal and I don't notice any inflamation. At the moment it is not gasping for air at the suface, swimming around the tank as usual but with head upwards/vertical most of the time.

I feed once a day, and skips one or two days per week. Yeserday whilst feeding I did feed more than usual.

My tank is well established, I had it over a year ago. I had some water issues in the past but have sorted it and have never lost any fish until 2 weeks ago.
I did notice a white film on the surface but I am not sure what causes it. I did use kitchen roll to soak it up but it reappears again after a few days. The water parameters are ok (0 ammonia. 0 nitrite and around 20ppm nitrate). I have just cleaned my filter beginning of this month. Water in the tank is clear, just the surface that has this white film.

Sorry that was picture of the white film on the surface

video below. Looks pretty active but swimming head up and seem to be tilted to the left.
