Hi I just recently got a 3.5 gallon tank with 3 make endlers , Java moss, and some fake plants . The endlers seem to be hanging out at the top, and the walls of my aquarium randomly got a white powdery looking substance on it ( looks like someone dumped baby powder in it ) if anyone has any idea what this is please let me know !

No idea what it could be...
 
Hi @Stevens2394 i suggest adding an air brick in your tank to help your endlers regarding oxygen and have you tested your water qualities as ammonia build up can cause fish to raise to the top.
 
Did you rinse out the tank before setting it all back up?
Check the Use by date on the Water conditioner otherwise it looks like something has fallen into it,Maybe during transportation?
