Looking at pics, looks like some are bubbles and some are white eggs. Hard to tell really.

Remove as much as you can, using kitchen paper towels or a4 plain paper, lay paper flat on top of bubbles areas on water surface for few seconds and remove as soon as gets waterlogged. Paper soaks up bubbles and anything else, easiest method I know anyway. Repeat process until all is removed or to your satisfaction.

My only other speculation is maybe some flower or seed pods, if a plant was grown emersed. Or perhaps just cross contaminated accidentally and wound up in the tank that way. I wouldn't be too alarmed by it, but I'd do as @Ch4rlie suggests to remove it too.

Today spotted a little jelly sack of what MUST be eggs, and they do look the same but they are contained in a jelly not floating on the surface and, there aren't as many lol so... the surface stuff must have been something else?
