Spots on clown loach

Please can anybody help? I don't know if I'm just being paranoid but my clown loach doesn't look right! I can't tell if they're white spots or bits of sand! They are on his nose, his fins and his back doesn't look right!

I don't guess as to fish diseases, since I (fortunately) have so little experience, but there is I agree something wrong here. For others to help, knowing more data is important. Tank size, parameters (GH, pH, temperature), test results for ammonia, nitrite, nitrate (all you can provide), fish species and numbers, frequency and volume of water changes, and how long the tank has been running.

Its fungul is my guess. Raise the temps,treat for that,make water changes.
