GOLDFISH PROLAPSED ANUS AND WHITE STRINGY POOP

For A few days ive noticed that my goldfish had a hard time keeping himself down on the tank
Attributing this to overweight I fed him less , he seems much more in control now (less barrel rolls and bumping into objects)
but also a little more lethargic
I've also transported a water heater from my sick betta fish to his tank.
But he has developed red blood lines across his body and has a prolapsed anus with white stringy poop
He has an 8 gallon tank . It wasn't washed for a long time , but a week ago I washed it with shampoo (mistake)
I have been giving him aquarium salts and generic medication , but he seems getting worse.
I even do daily water changes with tap water, have no conditioner but tap water never hurt him before (he is 1 year old)
He is developing red streaks from tail to body and shiny metallic spots.
Is this parasitic ? is this internal infection?
How serious is this
, I have no water testing equipment and thermometer
?????
I am in lockdown due to corona cant access any thing else
COULD THIS BE DUE TO SHIFT OF DIET (20-30 pellets x2 a day to 15 pellets 2x a day)
Please help , any way I can help my goldfish here are the pics:

I know the tank is small for a lone goldfish , but is there anything I can do to help him please
When I gave some hot tap water he became a lot active again
When he cycles around tank and ground , I don't know if its because of his swim bladder issues or if its a parasite
 
I have no male fish with goldfish , I don't know why anus is protruding even if female
(I'm guessing)
 
White stringy poop can be a bacterial infection or bad diet not sure on the red lines but those may be signs of the fish being in water with high ammonia . Most of this may be caused by poor water conditions. You need to keep his water clean, I would do daily water changes up to 75% for the next week and vacuum the gravel really good.

You have to use dechlorinator too. You are slowly killing the fish. This one has me so upset. Poor fish.
Thanks @Deanasue I missed that, Chlorine is bad for the fishes gills (lungs)over time. It will burn them just like it will burn your lungs if you breath it in.
Both chlorine and ammonia will cause chemical burns and can kill in the right amount. The more your are exposed over time the more damage is done and both shortens the fish's life.

Anus is a lot more enlarged , pale appearance anemic ,more bloody veins, energy levels are back
finally got water heater working

Fish has had swim bladder problems for a long time to decided to feed less. But he has developed some ulcers , white stringy poop , prolasped anus , and bloody tail.slightly reduced appetite.

I have an 8 gallon tank , I have switched 75% water with boiled tap water (to remove chlorine) but that seems to remove a lot of Oxygen , currently using filter pump to bring in oxygen.


Fish seems to mildly scratch against objects ( does less nowadays ), sometimes exhibits lethargy.

2 year old Goldfish , cant check water parameters (no kit cant get more due to quarantine).

I only have generic fish medication and aquarium salt. Used 3 caps worth of medication and a pinch of aquarium salt. The condition seems to be deteriorating. Any home treatments or diagnoses?

Could you take more pictures with the fish in the water? The pictures with it in your hand are hard to see the issue and it is likely stressing him even more
