Hello,
I am sealing around my bulkhead with Red RTV Silicone (High-Temp #81160). I have allowed it to cure over 24 hours but I am not sure if it will be safe for my stingrays and arowana. I dont see that it has mildew resistant additives. Nowhere on forums anyone talks about RTV RED. Please advise. thank you.

Hi and welcome to the forum :)

It's probably best not to use that in an aquarium with fish or other aquatic organisms. Most Permatex products are designed for automotive use on vehicle engines where there is heat and oils. They work great for that purpose but I would not have them anywhere near my fish.

if you need to glue glass on an aquarium, use a glass silicon that says it is safe for aquarium. Most glass silicons are not suitable for aquariums so check that it is.

If you are trying to glue objects together in the tank, then use Super Glue and let it dry before putting it in the tank. Super Glue is safe when it's dry.

I rely on GE Silicone I Window & Door. I have used GE Silicone II ensuring it's fully cured (although some discourage it's use). For super glues, I'm a fan of the German Max 1 glue.
