Neon Tetra with small white growth on his mouth.

Hello everyone, I am about 6 months into the hobby and I've run into what appears to be my first disease. Can anyone verify what this is and the best way to treat (pictures below)? I have 6 Neon Tetras in my tank and this is the only one that has this tiny white growth on them. Despite the growth his activity is normal and he is eating fine. All my other fish appear to be fine as well. I'm just worried this could spread and become a serious issue. To top it off I am moving in a few days (45 min away only) and the extra stress I worry will be fatal to this poor fella. I am moving my fish from a 45 Gallon to a 100 gallon that I have set up and cycled and the 45 gallon will become my quarantine tank. I won't be able to quarantine him right away as it will take a few days to move and set up the 45 gallon.
Anyway I hope it's nothing too serious and any light you can shed on this would be greatly appreciated!

6 Neon Tetra's
1 Albino Bristlenose Pleco
1 Rock Shrimp

Water condition

Ammonia 0
PH 7.3
Nitrite 0-.5 ppm
Nitrate 1-10 ppm

I only have the tetra 5in1 strips here so they aren't the easiest to get an exact reading. My pro test kit is at my new place sadly. I think I will drive out to get it tomorrow morning.

I can't really tell much from those pictures. If you can make the images smaller and don't take the picture when the fish is against a blue background it might help. Maybe set the camera resolution to 2MB and photograph the entire fish from side and front. :)
