Oranda/Moor fish dying...what is this white slime?

I Have a few different tanks.. My main one being a 120g tank that I recently treated for ICH, lost 3/4 of my clown loaches, the rest of the residents seem like they are going to be fine(cat fish, shark, Douramis etc.). My other tank is a 30g that i cycled empty for a while, 2 weeks, then decided to throw in 2 small Moor and an Oranda. After about a week the black Moor looked like he was getting ICH, so after throwing a fit, I decided it must have been from the substrate, i use sand and it was the only thing new that I have introduced into both tanks, OR i had cross contaminated( but I have different supplies for each tank), OR just bad luck. Started treating the 30g with Rid ICH and water changes, soon the ICH started to look weird.. like slimy and white, and so now I'm thinking it must be some type of fungus, Black Moor died(RIP Marvin), then next day Calico Moor showed white slime and no ICH spots, fast forward 2 days to today, RIP Calico Moor... still doing water changes and Rich ICH, hoping to save the Oranda. He has no slime but a little ICH looking spots on his tail.

Is there a different med i should be using ? What is this, Saprolegnia? and ICH?
I guess my main question is ... I never had an issue with this tank when i used it for my other tropical community, only the goldfish, are Moor and loaches weaker fish? that are more susceptible to disease? If this Oranda dies how can I make this tank habitable again? Crank the heat up to 90 for a couple weeks before trying anything else? Will heat kill what is on this Moor?
Also, i got both the Moor from different suppliers so I don't think they were sick prior to getting them.

Im kinda new at this, but Have a couple contacts that Have been helping me a long the way to do it all right, until the goldfish and loaches came into the picture all was swell.
