What's This White Spot?

Can someone help me identify this white spot on my betta fish?

Hard to tell from the picture but it could be the egg tube that females develop when ready to breed.
 
It does look like your Siamese Fighter has either some fin rot or its been self biting. Are there any other fish in with the Siamese Figther and what are your standard water maintence routines?

Her fins look a bit rough. Did you just get her?
