Sick Blue Acara

i got a shock this morning when checking my tanks and found my blue acara sitting at the bottom of the tank gulping covered in quite large white bumps, i presume its whitespot but want to confirm before starting any treatment. i took some pics but there not great due to the reflections.

i forgot the basics stats in first post,
amonia 0
nitrite 0
nitrate 20
70 gallons
blue acara
female convict
3 silver dollars
no fish added for at least a year and no meds added as yet. tank been running for approx 2 years. i do weekly 20 percent water changes.
