Plant Disease? Dust Like Formation On Leaves - Photo Included

I have a thick ' thick dust like substance' on all of my plants as seen in pic, it is on my Cabomba, Densa etc. Not sure if it is just food accumulation, some type of algae, disease or what? I have done water checks and all are ok.

If you rub the plant the dust like substance comes off with no effect to the plant - the plant then looks how it should. It is something that I want to address asap. I have included a pic, hope it helps.

It looks like an algae to me, especially since when it's removed the plants look normal. As to what type, like a hair algae to me, but it's a little on the grayish side, so I'm not positive on the id. How old is the tank? What is your lighting, CO2, fertiliser, maintenance, etc? More details, the better. We want to address the cause of this rather than just find a blanket remedy.
