Yes, that's perfectly normal. All bettas are different and choose to make nests at different times. In fact, I have a male who doesn't build nests at all, hasn't ever since I've had him.

Yes, breeding can definitely be scary. I would suggest you do a lot more reading and talking to people who have done it, before you try it yourself. The petstores are not gonna give you the right info, in most cases (b/c you usually only want to introduce one female... if it is done correctly, there should be minimal damage to both fish). Also, if they say it can't be done - where do all these bettas come from? It would also be a good idea to wait awhile before you breed that particular male. IMO, it's always nice to give the fish at least a month at home before stressing them out like that.
Have you considered what you would do with upwards of 200 baby bettas? Do you have the room to jar all the males that come out of that spawn, and the time to keep their jars clean? Just something to think about.
