Kinda looks like cyanobacteria but the pic isn't the best. Anyway you could host a higher-res version on a site like photobucket and then post it here?
If it's thin...collects bubbles...stringy and floats off if jetted with water, possibly cyanobacteria. There is an article on it in the FAQ section if you ID it as such. SH
