Please Help With Dennerle External Co2 Reactor

just about to fit a dennerle external co2 reactor just wondered if the spray bar has to be fully submerged?or ive been told to take the spray bar off and run the outlet down to the substrate apparently the co2 disperses the more water presure there is ,what do u guys do? please help
