What Is This Pesky Growing Thing?

In the last few months I've had this fuzzy, ugly, moss looking algae(?) taking over plants and driftwood in my tank. It’s almost impossible to scrape off, especially on the plants. What is this? How can I get rid of it or control it? I have attached a picture of what it looks like. Any help is greatly appreciated.

My tank is 24 gallons (100 liters).

I don't know the Kelvin on my lamps, but last time I replaced the two I ended up getting one warm and one cool. I think one was called day light. Looking at them one is purple and one is white/orange. I have a feeling this might have been a stupid idea for many reasons.

I am not injecting CO2.

I add FloraPride 0-0-3 (Potassium Sulfate, EDTA, Iron Chloride, Sodium Hydroxide, DTPA, Potassium Iodine, Ammonium Heptamolybdate).

I would say my tank is moderately planted. I have a bunch of java ferns growing on driftwood and some other plants I don't know the name of. It's in the picture above. I have 12 fish in the tank (1 rainbow shark, 3 peruvian rams, 1 dwarf gourami, 3 yellow cory cats, 2 ottos, and some other smaller fish)

Might be worth getting some new bulbs so that you know exactly what you have. I recommed Arcadia Freshwater (7500K) and Hagen Floragro (2800K). They can be bought at Aquaessentials. Knowing the wattage of them and your ballast is useful to.
Im sure CO2 is the problem here. There are many simple, cheap ways in which to achieve this. Search the froum here and im sure u'll get some good info. Basically u'll need to get your co2 as close to 30ppm as you can.
If you have some swords or crypts then root tabs wouldnt be a bad idea either.

you ahve a regular old outbreak.. good think it is esily removed by hand.. the tuffs of it anyway.
