please help, i lost another ram like this last week

under gravel and hood filter

i've added a photo of the fish to help you guys out, unhealthy fish to the left healthy to the right.
fish has seems to be panting for a week or so now, i thoguht notihng of it because other than the 'panting' the fish has been healthy, brightly colored, fins up, eatign well, only the painting. today when i woke up i found him on the bottom the the tank, the current of the filter pushing him around a little, his colour is no where near as vibrant as his tankmate, note the rosy nose in the picture, he is still panting. i've already dont a 1/3 water changeand turned up the air valve on the filter, if anyone has any other suggestions, please help me i love this fish, im goign to be devistated if he dies

i also forgot to say that he has some bleeding around his top fin, i tihnk you can see it a litle in the photo
