I can't see that design actually working. The massive weight of the water would build up huge pressure because of the tapered design. Also a tank that big would usually need at least 2 solid walls, and from the look of it is not supported properly at all.

It will be interesting to see if they pull it off or if it all goes horribly wrong before they even finish it.

The plymouth national marine aquarium is 3 storeys tall, and is amazing.
 
I assume that the place is located close to the ocean or they have a pump running from the ocean for water changes and filtering, this is what they do at most large aquariums. Also they Sea-Tac airport had problems with their new expansion and the high wind here. This wouldn't be as bad as pressure from the water, but they have steel supports with 1 inch thick wire running along the glass so that the whole building sways in the wind, and expands and contracts with weather. I think they will pull this aquarium off somehow seeing as all the technologies available to modern man.

If anyone can pull something like this off, it's definitely Dubai. I won't be surprised to see this happen in the near future. I was skeptical when I heard about the hotel in the water (see here ), but they pulled it off. They have the resources (not to mention lotsa money) to do these kind of things, so... we'll see :D
