I have a Red Blue Columbian Tetra with disease as of the topic title. Is this disease internal bacteria? Picture of the fish attached. That is not fungus on his tail fin, that was on the glass in front of the tetra.

If the spots are fluffy you could be dealing with columnaris.

Plus he has some scabs on the body and he dosn't look well to me i would say it's all bacterial.
How many gallons is the tank, plus full fish stock of how many and which kind.
Can you post water stats in ammonia, nitrite, nitrate, and ph.

He's in an Isolation tank of mine. He was taken out of a friends tank. Her tank size is 30us gallon with five other Columbian tetra, 6 Black skirt Tetra and a pair of Bristlenosed Plecs. Her water stats were ammonia=0 Nitrite=0 Nitrate=10 Ph=7.5. I think the fish was like that when she got it from the lfs. I'm thinking of treating with internal baterial Treatment Intrepet no.9. Just want to make sure its bacterial.

The black marks are internal as well as external. Sorry about the picture best I could get.

Its difficult say, i would also say it is bacterial, but a more effective med for this situation i think would be Pimafix, which can treat internal & external plus fungal infections in one go  .
