chlorine based bleach is usualy used to sterilise (well what i hear it is) at about 20:1 (20 water:1bleach) but im not 100% on that one so cheak with other people. that will do the tank for sure as long as you rince it out well and use plenty of dechlorinator with the 2nd-3rd rince to "kill"...

plants will not instantly cycle your tank, they only remove nitrAte, NOT ammonia or nitrIte anyway back to the origonal question. water carrys very little of the filter bacteria, the filter (media) does that job, hence the nick name "filter bacteria". So moving some media from your mature tank...

from you sig im guessing its got a volume of 100 litters. did you cycle you tank firstly? if you did then feed a very small amount tonight and start feeding a pinch (small pinch, but not a tiny one either) once every day from then onwards.
