Isnail has given fantastic advice, my input is my puffers would not tolerate cories either, I have heard various success with otos but puffers are so individual it is up to you to decide if to try and react quickly if it does not happen the right way. Best of luck, will be a beautiful setup :)
you are going to have so much fun with these! They have oodles of personality. Just a small bit of advice, one male and female would be perfect but as you may not have ready access to adults it may just be a learning experience when getting two babies as juveniles are hard to sex. Best of luck
