Hard to tell from that picture, but it does appear to be male to me...

I would say young male bolivian ram too as his fins develop he'll end up more like this - you can see the extensions clearly in this photo of my old male ram

Will his colour change as he matures or will he stay the grey colour

he should end up the same colour as the ram in my photo. He should start to develop the yellow and red. If he remains grey it's likely because he's stressed
 
OP; I notice your tank, what we can see of it, looks quite pale and open. Rams prefer a darker substrate, with lots of wood and plants.
 
In a bright, open tank, with pale sand, pale rocks and not much cover, shyer fish, like rams, will stay a paler colour so they 'blend in'.

well spotted ... I'd not noticed that. And yes, I'd agree. My pair didn't like the pale sand ... they were the reason I switched it out for black
 
Thanks for the advice, the ends of the tank are pretty well planted, the middle is open, just changed from gravel to sand about 2 months ago aswell.
